7 Compliant channels
still available

You Can't Advertise. But You Still Need Customers.

Since June 25, 2025, Article 9 of Ministerial Notification B.E. 2568 has banned all cannabis advertising in Thailand — every form, every channel. No exceptions.

Of 18,433 cannabis shops operating before the ban, 7,297 have already closed. The shops that survived aren't the ones with the biggest budgets. They're the ones that found the compliant marketing channels that still work.

This cheat sheet shows you exactly what those channels are.

Banned Under Article 9

  • Product photos with pricing on any platform
  • Facebook & Instagram product posts
  • Influencer or celebrity endorsements
  • Online sales of any kind
  • Health benefit or therapeutic claims
  • Marketing to anyone under 20
  • Flashy or oversized storefront signage
  • Hashtags like #weed, #420
  • Vending machines & e-commerce
  • Inter-provincial delivery promotion

Not Banned (Tolerated)

  • Google Business Profile listing
  • SEO & organic search ranking
  • Educational blog content
  • LINE private messaging (opt-in)
  • Directory listings (Weed.th, etc.)
  • In-store displays & consultations
  • Email to opted-in customers (20+)
  • Customer reviews (Google, Facebook)
  • B2B marketing to prescribers
  • Modest storefront identification signage

The Penalties Are Real

Violation Type Imprisonment Fine
Controlled herb advertising (cannabis flower) Up to 1 year ฿20,000
Cannabis food product advertising Up to 3 years ฿30,000
Herbal supplement/cosmetics advertising Up to 1 year ฿100,000
Repeat violations License suspension (90 days) → Revocation + 2-year ban

7 Compliant Marketing Channels That Still Work

1
Google Business Profile
Low Risk

Your single most important marketing asset. Dispensaries with complete profiles get 70% more visits and 42% more direction requests when they include photos.

  • Claim and verify your listing with accurate name, address, phone, hours
  • Add interior/exterior photos (no product shots with pricing)
  • Respond to every review — 77% of Thai shoppers will leave one if asked
Pro tip: Add Thai-language business description. 82% of Thai consumers search on mobile — your GBP is the first thing they see.
2
SEO & Organic Search
Low Risk

Organic search is not advertising — it's being discoverable. Long-tail keywords convert 2.5x better and are easier to rank for.

  • Target "dispensary near me" and city-specific keywords
  • Google Keyword Planner censors cannabis terms — use Ahrefs or SEMrush
  • 60%+ of cannabis searches in Thailand happen on mobile
AI search note: 99%+ of AI citations come from top 10 organic results. Ranking on page 1 now means ranking in AI answers too.
3
LINE Official Account
Low Risk

Thailand's #1 compliant cannabis marketing channel. Private, opt-in messages are not "advertising" under Article 9.

  • Free tier: 300 messages/month (enough for 50-75 regular customers)
  • Basic: ฿1,280/month for 15,000 messages
  • Pro: ฿1,780/month for 35,000 messages
  • Require age verification (20+) before adding to groups
Warning: LINE's ad platform bans cannabis flower bud imagery. Never use LINE VOOM for cannabis content — high enforcement risk.
4
Educational Content
Low Risk

The line is between educating about cannabis (tolerated) and promoting cannabis products (banned).

  • Blog posts about strains, quality, laws, science — on your own website
  • Use "learn more" language, never "buy now" or "order today"
  • Content builds SEO authority simultaneously — double benefit
5
Directory Listings
Low Risk

Being listed on directories is informational, not promotional.

  • WEED.TH — 11,128+ listings, 372,368+ reviews (Thailand's largest)
  • Cannabis for Thailand — curated listings with full profiles
Pro tip: Consistent NAP (Name, Address, Phone) across all directories boosts your Google ranking.
6
Customer Reviews
Low Risk

User-generated content is not business advertising. Reviews are your most powerful trust signal.

  • Ask every customer to leave a Google review (in-store QR code)
  • Respond to every review — positive and negative
  • Never offer incentives for reviews (violates Google's policy)
7
In-Store Experience
Low Risk

What happens inside your licensed premises is your domain — as long as customers are 20+.

  • Private tasting events and education nights
  • In-store displays, menu boards, and strain guides
  • Staff training on consultative selling
  • Loyalty cards and branded merchandise for existing customers

5 Mistakes That Get Dispensaries Fined

1
Posting Product Photos With Prices on Instagram

This is the #1 enforcement trigger. Even "educational" posts with visible pricing are treated as advertising. The ONCB actively monitors social media.

2
Making Health Claims on Packaging or Online

"Helps with sleep," "pain relief," "relaxing effects" — all banned, even for CBD products under 0.2% THC.

3
Selling or Taking Orders Through LINE or Social Media

All cannabis sales must happen face-to-face at your licensed premises. Using LINE to take orders constitutes illegal online sales.

4
Oversized or Flashy Storefront Signage

Neon cannabis leaf signs and oversized banners are prohibited. Signs must be modest — identify the business without functioning as an ad.

5
Missing Required Packaging Warnings

Every product needs: THC/CBD content, child/pregnancy/nursing warnings, "read warnings" statement, all in Thai. Minimum 1.5mm text.

Your Weekly Compliance Checklist

Run through this every Monday. It takes 10 minutes and could save your license.

  • Social media audit — Check Facebook, Instagram, TikTok for posts with prices, health claims, or consumption imagery. Delete immediately.
  • Google Business Profile — Verify hours are accurate, respond to new reviews, ensure no promotional language.
  • LINE — All messages avoid therapeutic claims. Verify age verification is active for new members.
  • Packaging spot-check — Grab 3 random products. Verify all required warning labels are present, legible, and in Thai.
  • Storefront signage — Walk outside and look at your sign. Is it modest? Could it be mistaken for a promotional ad?
  • Staff alignment — Ask one staff member: "What can't we say to customers?" If they hesitate, retrain.
  • Website content check — Scan for "buy now" language, product pricing, or therapeutic claims. Replace with "learn more."
  • Record keeping — Confirm Phor.Tor.27 monthly inventory form is up to date. Records must be retained for 5 years.

You Know the Rules. Now You Need the Execution.

This cheat sheet gave you the map. But here's what most dispensary owners discover after reading it:
