Thai Airways Cannabis Policy: Prohibited Items Rules 2026

Cannabis does not appear on Thai Airways’ prohibited items lists. We read the airline’s own dangerous-goods, restricted-baggage and baggage pages on 28 July 2026. None of them contains the word cannabis, marijuana, hemp or narcotic.

That is the verifiable answer, and it is not the answer most travel sites give. A long chain of cannabis blogs states that Thai Airways bans cannabis outright, even with medical documentation. We could not find a Thai Airways page, press release or condition of carriage that says so. If you have seen that claim, treat it as unsourced until the airline itself publishes something.

What Thai Airways Actually Publishes

Thai Airways defines dangerous goods as items “capable of posing a hazard to health, safety, property or the environment” and classifies them the way ICAO and IATA do:

• Explosives
• Gases
• Flammable liquids
• Flammable solids
• Oxidising substances and organic peroxides
• Toxic and infectious substances
• Radioactive material
• Corrosives
• Miscellaneous dangerous goods, including lithium batteries

The airline states that it does not accept these as checked baggage, carry-on baggage, or on the person, except as set out in its own guidelines. Its restricted-baggage page deals with smart baggage containing lithium batteries, motors, GPS, Bluetooth or Wi-Fi hardware.

Cannabis is nowhere in that framework, and that is structurally unsurprising. Dangerous-goods regulations govern physical hazards to the aircraft. A plant that is legally controlled but not flammable, explosive or corrosive does not fall inside them. Cannabis on a Thai flight is a legal question, not a dangerous-goods question — which is precisely why the airline’s rules are silent.

What Silence Means in Practice

No published cannabis rule is not permission. Thai Airways, like every carrier, reserves a right to refuse carriage of a passenger or baggage where refusal is necessary to comply with applicable law, and a right to inspect baggage.

Three parties matter at the airport, and only one of them is the airline:

1. Thai law decides whether your possession is lawful.
2. Airport security and the police decide what happens at the checkpoint. They are not airline staff.
3. Thai Airways decides whether to carry you and your bag.

Even a written “yes” from the airline settles only the third question.

The Legal Baseline for Any Thai Airways Domestic Flight

Since 26 June 2025, cannabis flower has been a controlled herb (สมุนไพรควบคุม) under the Protection and Promotion of Thai Traditional Medicine Knowledge Act B.E. 2542 (1999). It was not returned to the Category 5 narcotics list — it sits in a distinct category with its own licensing route through the Department of Thai Traditional and Alternative Medicine.

The practical consequence is simple. To possess cannabis flower lawfully anywhere in Thailand, including inside Suvarnabhumi, you need a valid PT 33 prescription (ใบสั่งยา ปท. 33) issued by a licensed Thai practitioner holding cannabis-medicine certification. A PT 33 is valid for up to 30 days. Overseas medical cannabis cards and foreign prescriptions have no legal effect in Thailand.

Cannabis and hemp extracts above 0.2% THC are a different matter: they remain Category 5 narcotics under the Narcotics Code, under a stricter regime than the controlled-herb rules covering flower. Oils, tinctures and concentrates therefore carry more risk than flower, not less.

Two penalties people constantly merge

• Smoking cannabis in public or creating a nuisance through the smell falls under the Public Health Act B.E. 2535 (1992) — reported at up to 25,000 THB and up to three months’ imprisonment. A terminal, a gate and a cabin are all public spaces.
• Selling cannabis without a prescription falls under the Traditional Medicine Act B.E. 2542 — up to one year’s imprisonment and a fine of up to 20,000 THB.

Smoking or vaping anything on board is separately prohibited under aviation rules and is treated as a safety offence.

Thai Airways Is Mostly an International Airline

This is the point that matters most for this particular carrier. Thai Airways is Thailand’s flag carrier, based at Suvarnabhumi, and the majority of its network is international.

Carrying cannabis on any international flight leaving Thailand is a serious criminal offence. Your PT 33 authorises possession within Thailand and nothing beyond it. It does not travel with you across the border, and it is irrelevant to the customs authority at the other end. This applies to flower, pre-rolls, edibles, tinctures, oils and every extract without exception.

Two specific traps on Thai Airways bookings:

• Connections. If your Thai Airways domestic sector feeds an international sector on the same ticket, you are on an international itinerary. Do not carry cannabis on it.
• Inbound. Airports of Thailand’s published health-product rules for travellers prohibit the importation of cannabis-based or hemp-based foods, disallow cosmetics containing cannabis or hemp, and prohibit supplements containing cannabis or hemp. Narcotics require prior authorisation from the Narcotics Division of the Thai FDA. Do not bring product into Thailand either.

If Your Booking Says Thai Smile

Thai Smile Airways no longer exists. It flew its final services at the end of 2023 and was merged into Thai Airways, which absorbed the fleet, the routes and all forward bookings. Practical Checklist for a Thai Airways Domestic Flight

1. Confirm both airports are in Thailand. If either is not, carry nothing.
2. Check the PT 33 expiry date before leaving for the airport. Thirty days passes quickly.
3. Carry the original prescription plus the dispensary receipt. Photograph both as backup.
4. Pack flower in checked baggage. Cabin baggage is screened item by item.
5. Keep the quantity consistent with the prescription. Commercial-looking volumes change the conversation entirely.
6. Skip unmarked edibles, oils and concentrates. Officers cannot test THC content at the checkpoint.
7. Do not smoke or vape anywhere in the airport.
8. Ask Thai Airways in writing if you want carrier-level certainty, and keep the reply with your documents.
9. Allow extra time. Any find means a delay, prescription or not.
